AI Chatbot Builder: How to Build a Chatbot in 2026, 11 Builders Compared
- AI in service is now mainstream: in Salesforce's 2026 survey of 3,075 service professionals, 85% said their organization uses AI and 66% said it uses agentic AI 1.
- Builders range from free plans to about $150 a month for small teams, and most meter AI chats, conversations, credits or queries on top 2,3,4,5,6,7,8.
- Customers use chatbots on more than one channel: in 285,397 conversations on Convocore, 55.5% were website chat and 23% WhatsApp, Instagram and Messenger, so pick a builder that covers the channels you need 9.
- Building is the quick part; testing is what decides quality. On τ-bench, agents solved fewer than 25% of retail tasks in all of 8 tries, and in our own test hallucination flags ranged from 0% to 42% by model 10,11.
- A no-code builder costs a fraction of custom development, which Clutch puts at $10,000 to $49,999 for a typical AI project 12.
An AI chatbot builder lets you make a chatbot that answers customers from your own content, without writing code, and put it on your website, WhatsApp, Instagram or Messenger. This page compares what eleven builders charged on 29 October 2026, shows where customers actually use chatbots, explains the build in seven steps, and sets out the evidence on why testing decides whether a chatbot works.

What an AI chatbot builder does
An AI chatbot builder is a tool for making a chatbot without programming. You give it your content (website pages, documents, FAQs, prices), tell it how to behave, connect it to the tools it needs (a calendar, a CRM, a spreadsheet), and publish it where your customers already write to you. The builder runs the language model, the knowledge base, the chat widget and the channel connections for you.
Adoption is no longer early. Salesforce's State of Service survey of 3,075 service professionals in 13 countries, run in March and April 2026, found 85% say their organization uses AI and 66% say it uses agentic AI 1. Salesforce sells AI agents, so treat it as a vendor survey.
Where your chatbot needs to work
A chatbot that only lives on your website misses a large share of customers. In 285,397 real business conversations on Convocore in the first quarter of 2026, website chat carried 55.5%, other chat surfaces 18.4%, Messenger 9.9%, WhatsApp 7.9% and Instagram 5.4% 9. Conversations were short: seven in ten were over by the third message, so the first answer has to be right 9.

How to build an AI chatbot in seven steps
The steps are the same in most builders. The ones people skip, testing and reviewing real conversations, are the ones that decide whether customers get right answers.
Our recommended order, drawn from building agents on Convocore.
Why testing matters more than the builder
A chatbot that answers well once can still fail the next customer. In the τ-bench customer service benchmark, state-of-the-art function-calling agents succeeded on fewer than half of the tasks, and in retail fewer than 25% of tasks were solved in all 8 of 8 tries 10. In our own test of 9 models on 4 real hotel and venue agents, hallucination flags ranged from 0% to 42% of answers depending on the model 11.
Anthropic's guidance on building agents recommends extensive testing in sandboxed environments and says the key to success is measuring performance and iterating 15. In practice that means testing every chatbot on your ten most common questions, plus a few trick questions it should refuse, several times each, before it goes live. On Convocore, Claude, ChatGPT or Cursor can run those tests for you through MCP.
τ-bench used GPT-4o era models in 2024; newer models do better. The gap between one success and consistent success is the point.
Builder or custom development?
Custom development makes sense when you need something no builder does. Otherwise it is slower and far more expensive: Clutch's 2026 AI pricing guide puts the typical AI development project at $10,000 to $49,999, the average at $120,594.55 and the typical timeline at 10 months, across all AI projects 12. A builder plan costs from nothing to about $150 a month for a small team, plus usage 2,3,4.
What the evidence does not show
- Builder prices and allowances change often; everything here is as listed on 29 October 2026.
- We did not build the same bot in every builder, so the table compares prices and channels, not answer quality.
- Salesforce sells AI agents and the survey is self reported 1.
- Our channel data covers Convocore customers in one quarter 9, and our hallucination test is small and hospitality only 11.
- Clutch's development costs cover all AI projects, not chatbots only 12.
Choosing an AI chatbot builder
Pick the builder that covers your channels at a price that works at your volume, then judge it by testing: give it your real content, ask it your real questions many times, and read the first week of conversations.
If you want one agent on your website, WhatsApp, Instagram, Messenger and phone, or you build chatbots for clients, Convocore does that from one builder, and Claude or ChatGPT can build and test the agent for you. We sell it, so test it against the others.
Method and limits
- Every builder price was read on the vendor's own pricing page on 29 October 2026; pages without prices are marked as such.
- Convocore's prices and credits are read from the pricing catalog that powers /pricing.
- Convocore sells an AI chatbot and agent builder, so it has a commercial interest in this comparison. If you find an error, write to support@convocore.ai and we will correct it.

Questions
What is the best AI chatbot builder?
The one that covers your channels at your volume and answers your real questions correctly. For website chat, Botpress, Chatbase and Tidio have free or low entry plans. For WhatsApp, Chatfuel and Wati focus on messaging. For one agent across website, WhatsApp, Instagram, Messenger and phone, or for agencies, Convocore covers all of them.
How can I build my own AI chatbot?
Pick one job for it, add your real content (pages, prices, policies), write instructions on tone and when to hand over to a person, connect the tools it needs, test it on real questions, publish it on your channels, and read its conversations every week to fix gaps. A no-code builder handles the AI and hosting for you.
How much does chatbot development cost?
With a builder, from free to about $150 a month for a small team, plus usage. With a development agency, Clutch's 2026 guide puts the typical AI project at $10,000 to $49,999 and the average at $120,595.
Can I build a chatbot for free?
Yes. Botpress, Tidio, Landbot and Convocore all have free plans, with limits on conversations or credits. They are enough to build and test a chatbot before you pay.
Are AI chatbots legal?
Yes, using AI chatbots for customer service is legal in general. Some places require you to disclose that customers are talking to a bot, and privacy laws apply to the data it collects, so tell users it is an AI and check the rules where you operate.
Can AI build the chatbot for me?
Yes. With Convocore's MCP server, Claude, ChatGPT or Cursor can scrape your website, build the chatbot, fill its knowledge base and test it against real customer questions.
