Financial Answering Service: Call Data, SEC and FINRA Rules, and Providers Compared (2026)
- A person answered 57% of inbound financial services calls in Invoca's 2026 benchmark, and 35% of answered calls were sales leads 1.

- Records matter: broker-dealers keep business communications for at least 3 years (FINRA's default is 6), advisers keep written communications for 5, and in 2024 the SEC fined 26 firms $392.75 million for messages they failed to keep 4,5,6.
- Data rules reach your vendors: the amended Regulation S-P and the FTC Safeguards Rule both require oversight of service providers that handle customer information 7,8.
- AI answering for advisors started at $109 a month with Redtail and Wealthbox integrations; check retention, recording consent and where transcripts live before you sign 9,10,11.
Financial firms answer fewer calls than you might expect, and every call or text an answering service handles can become a record a regulator expects you to keep. This page collects the evidence on how financial services calls are answered, the SEC, FINRA and FTC rules that touch an answering service, what providers charged on 29 October 2026, and a checklist for choosing one.

How financial services calls are answered
Invoca's 2026 financial services benchmark, drawn from a pooled sample of 70 million calls, found a person answered 57% of inbound calls overall, 67% of calls longer than 15 seconds and 74% of calls longer than 30 seconds. 35% of answered calls were leads and 34% of those converted on the call. Answer rates by sub-industry ranged from 55% to 58% 1. The report covers banking, lending and insurance, not wealth management.
Advisors carry the phone themselves in many firms. The Bureau of Labor Statistics counts 299,400 personal financial advisors in 2025 with a median pay of $105,070 and 17,100 openings a year, and notes they may go to meetings on evenings and weekends 2. The CFP Board reported 107,529 CFP professionals at the end of 2025, up 4.3% 3.

The rules that touch an answering service
None of these rules bans an answering service. They decide what you must keep, who may see client data, and what your contract with the provider must say. Outsourcing a task does not move the responsibility: FINRA states this directly for books and records 4.
- May 2024Regulation S-P amendedIncident response, service provider oversight and 30 day customer notice; larger firms had 18 months to comply, smaller firms 24.
- Aug 2024Off-channel sweep26 firms paid $392.75 million combined for recordkeeping failures.
- Dec 2024FTC Safeguards guidanceBreach reporting to the FTC within 30 days for 500 or more consumers.
| Rule | Who it covers | What it means for an answering service |
|---|---|---|
| SEC Rule 17a-4 and FINRA Rule 4511 | Broker-dealers | Keep business communications at least 3 years, the first 2 easily accessible; FINRA's default is 6 years. Firms may not permit electronic communications they cannot capture. |
| FINRA Rule 3170 | Designated taping firms only | Must record calls with customers and keep the recordings 3 years. |
| Advisers Act Rule 204-2 | Registered investment advisers | Keep written communications 5 years, the first 2 in an office. Transcripts and texts an answering service produces are written. |
| Regulation S-P, amended May 2024 | Broker-dealers, advisers, funds | Written incident response program, oversight of service providers, notify affected individuals within 30 days. |
| FTC Safeguards Rule | Non-bank financial firms such as mortgage brokers, tax preparers, non-SEC advisers | Written security program, MFA, encryption and service provider oversight in contracts; breaches of 500 or more consumers reported to the FTC within 30 days. |
| Federal wiretap law, 18 USC 2511 | Everyone | One-party consent to record calls. |
| State all-party consent laws, such as Washington RCW 9.73.030 | Calls with people in those states | Every party must consent; a recorded announcement satisfies Washington's law. |
- This is a summary of public rules, not legal advice. Ask your compliance officer which rules apply to your firm.
- About a dozen states require all-party consent to record; we confirmed only Washington's statute on the official site.

Checklist before you sign
Use this list with any provider, human or AI. Each item ties back to a rule in the table above.
Our checklist, drawn from the rules cited.
Where Convocore fits
On Convocore's Business plan ($99 a month, plus a $0.02 a minute voice fee and providers at cost) one AI agent answers your phone, website chat, WhatsApp and Messenger, books meetings into Google Calendar, Outlook or Calendly, and sends each lead and transcript to your CRM or archive by webhook. You write the rules it follows, such as never discussing specific investments and transferring account questions to a person. Convocore does not hold FINRA or SEC certifications and has no native Redtail or Wealthbox integration, so firms that need those should ask their archiving vendor how to ingest webhook data, or use a provider with a native connector.
What the evidence does not show
- Invoca's benchmark covers banking, lending and insurance, not wealth management 1.
- We found no independent study of missed call rates at advisory firms.
- J.D. Power, Kitces and HBR pages were blocked or paywalled, so we used none of their figures.
- We could not open California's recording statute or the eCFR text of Rule 17a-4; the 17a-4 summary comes from FINRA's page 4.
- Vendor compliance claims were not audited.
Choosing a financial answering service
Start with your compliance officer and the five questions above. If you need native Redtail or Wealthbox logging, shortlist providers that have it. If you want one agent across phone, website and messaging, with full control of what it says and every transcript exported to your archive, a platform such as Convocore fits. Either way, tell the agent never to give investment advice and to transfer account questions to a licensed person.
